Unable to Return Item in an Fulfilled Order with "There are no returnable items in your order" Error (Doc ID 2457776.1)

Unable to return items from a fulfilled order.
Seeing the below error.

The issue happens with various orders.

Reproducible Steps:
1. Log into occs-agent
2. Open 'Orders'
3. Search for an order with id
4. Open the order
5. The order is displayed, at the top it says "Order Number o###### - Fulfilled"
6. Press "Return Items" --> No items are listed and the above error is displayed.
