After Upgrade To R13 SOAP Request End With Connection Timeout (Doc ID 2457867.1)

Symptoms

On : 11.12.1.0.0 version, CX Integration

After production environment has been upgraded to R 13 this last weekend

Since then, most of the requests being sent from Eloqua are ending with error "Connection timeout"

JBO-27024: Failed to validate a row with key oracle.jbo.Key in MklLeadEOJBO-29000: Unexpected exception caught: javax.xml.ws.WebServiceException, msg=javax.xml.soap.SOAPException: javax.xml.soap.SOAPException: Message send failed: Connection timed out (Connection timed out)

OSC Create Lead (US):
JBO-27024: Failed to validate a row with key oracle.jbo.Key in MklLeadEOJBO-29000: Unexpected exception caught: javax.xml.ws.WebServiceException, msg=javax.xml.soap.SOAPException: javax.xml.soap.SOAPException: Message send failed: Connection timed out (Connection timed out)

The issue can be reproduced at will with the following steps:
1. Login to Eloqua
2. Execute the External Calls

The issue was reproducible also from Leads/Contact UI in OSC and from SoapUI.
