PRC:POZ: Supplier duplicate Tax Registration Number functionality (Doc ID 2458465.1)

Symptoms

When attempting to enter duplicate tax registration number at header in supplier,
the following error occurs.

ERROR
-----------------------
The tax registration number already exists for party type Third party and party name for the same period (ZX-885304)
Cause: You cannot use the same tax registration number for different party types and party names for the same period.
Action: For this party, you must enter a different tax registration number or enter a different period.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Customer did setup of duplicate Tax Registration Number. Created supplier with tax registration number
2. When user is creating one more supplier with same tax registration number at header level then getting error
3. If user created supplier with unique Tax Registration Number at header level and save then don't see any error. And also don't see supplier details under "No Tax Identifiers" in the "Suppliers with Incomplete Setup".
4. User is able to create supplier with duplicate Tax Registration Number at line level successfully but able to see supplier details under "No Tax Identifiers" in the "Suppliers with Incomplete Setup". But customer don't want to see supplier under "No Tax Identifiers" in the "Suppliers with Incomplete Setup".
