Symptoms
When attempting to close unwanted payrolls for few employees (having multiple payrolls assigned), the following error occurs.

ORA-20001: The identifier for the employment level entered as the employee level ID parameter is invalid.
ORA-6512: at "FUSION.PAY_ENTRY_MAINTENANCE", line 571 ORA-06512 at line 1 oracle.apps.fnd.applcore.messages.FndMessagesUtil$FndMapResourceBundle
STEPS

The issue can be reproduced at will with the following steps:
1. Search for a Person
2. Select Manage Payroll Relationships
3. Attempt to close unwanted payroll
4. Error is returned
