ACTUAL BEHAVIOR

While running Calculate Payroll payroll processing is missing/skipping an employee even though the record looks correct.
EXPECTED BEHAVIOR
-----------------------
Employee should have been picked up in the Payroll run.

The issue can be reproduced at will with the following steps:
1. Calculate payroll process
2. Payroll processing is missing/skipping the employee
