Regain RDP access to OCI-C Windows instance by disabling the Firewall (Doc ID 2459086.1)

- Use the procedure documented in this note only if Doc 2385650.1 fails to resolve the issue
- The procedure documented here is an alternative approach to disable the firewall on a Windows instance
- This procedure may be applicable where the instance is created from a custom image and as such lacks the Oracle cloud-init package which is necessary for Doc 2385650.1 to be successful

Symptoms

Attempts to connect to a Windows instance over RDP fails, pings time out, and attempts to connect to applications such as IIS known to be running on the instance fails as well despite the fact that all relevant ACLs, security rules, VNICSet and so on have been configured properly and verified.

A (end-point) security solution was installed on the instance after it was setup and no issues were experienced for the one month the instance was running before the event that led to the creation of the service request.
