Cannot Switch The Default Language Back to English After A Previous Change (Doc ID 2459495.1)

Symptoms

On : 11.13.17.11.0 version

ACTUAL BEHAVIOR
---------------
The user interface was available in English. I went to Preferences --> Language and modified it to french. The modification was successful.
However, I am not able to switch back to English anymore. When I go now to Preferences -->Language, I only see French as Default Language.

 EXPECTED BEHAVIOR
-----------------------
To be able to set the session language.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Preferences>Language
2. Current session - LoV
