OTM Does Not Count Shipments Towards the Commitment Allocation Usage record, If Carrier Has No Percentage Defined on That Commitment Allocation (Doc ID 2459846.1)

Symptoms

When Orders are planned one by one using the (Bulkplan Buy) action, the OTM us not respecting the Commitment Allocation configurations for only one carrier with percentage less than 100%.

You have 60% allocation to a carrier on a lane.
You created 10 orders and planned individually, only 3 orders were planned with the carrier configured with Commitment allocation and the rest was planned by the least cost carrier.

Its expected that OTM assigns 60% of the total shipments on the defined lane per day. The rest goes to the rest of the valid carriers.
