OCI Windows instance iSCSI volume does not reconnect automatically after reboot. (Doc ID 2460939.1)

OCI (Oracle Cloud Infrastructure) iSCSI Disk on windows instance doesn't reconnect automatically after instance reboot. The target has to be manually disconnected and reconnected after the reboot.  The following event is logged in the server's system log when this occurs:
