Goal

Managers are not able to save their workbooks if they have recommended increases over budget. We do not want managers to submit if over budget, but they should be able to save their work regardless of the budget however the managers are receiving an error that states Total allocations exceed the available budget amount for budget pool - Merit Budget Pool. (CMP-1005507)

How do we allow managers to save but not submit when over budget?
