Config.js Doesn't Load after Add from Catalog Action (Doc ID 2462642.1)

Symptoms

When an Add From Catalog action redirects to a specific model's Configuration Flow instead of the home page, the config.js file does not load. The config.js file does load after clicking Update. When entering a Configuration Flow through the home page, config.js loads immediately as expected.

This can be seen by opening Developer tools and looking in the <head> section of the HTML for the page. When in Configuration, the config.js should load in a <script> tag with the "src" attribute set to the filepath where config.js is stored, as shown in the image below. This <script> tag is absent when using the affected Add From Catalog action

Changes

 An Add From Catalog action had its Destination tab set to Simple Destination. The value is the URL shown when entering a Configuration Flow from the Home Page, of the form:
