DIPC Remote Agent Throws "connect timed out" During Startup (Doc ID 2462759.1)

Data Integration Platform Cloud Classic (DIPC Classic or DIPC-C) was formerly known as Data Integration Platform Cloud (DIPC). After installing Oracle Data Integration Platform Cloud Classic (DIPC-C) remote agent, the remote agent won't startup properly and throws the following error in the Agent log:
