The Database Will Not Be Started Automatically On Service Restart If SQLNET.AUTHENTICATION_SERVICES Is Set. (Doc ID 2463172.1)

Symptoms

The DBaaS services was restarted. The service came up fine to Ready state.
The vm is up and can be connected via ssh.

But it is found that the database is not getting started automatically but needs to be started manually.

The /etc/oratab file has correct setting to to allow the database instance to be started automatically.
