While trying to enter document of record for Canada country and document type "Canada Record of Employment Worksheet", we are getting the error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Person management
Action > Person and Employment > Manage Document Records
Create Document Record
> Country = Canada
> Document Type = Canada Record of Employment Worksheet
> Document Name = Test1
> Document Number = Test2
> From Date = 9/24/18

click on Attachments + Add button

Error
"You must enter a value for publish because it is required for this document type. (PER-1530969)"
