Error: 'The System Could Not Process Your Request...' When Attempting to Copy An Existing Project (Doc ID 2463441.1)

Symptoms

When attempting to create a new project by copying an existing project, a generic system error is displayed and the project cannot be created.

However, new projects can be created by using a Shell template.

ERROR

"The system could not process your request..."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Company Workspace -> Company Sponsored Shells
2. Projects
3. Copy from Projects, search for a Project Name.
4. Select all Modules
5. Type Project Group # and Name, Status - Active
6. Choose a location.
7. Select USD for Currency
8. Click OK, see error.
