Sign in as Receivables Manager or Collections Manager role and cannot access Manage Bill%tasks under search field since they are all greyed out.

REPRODUCTION STEPS
The issue can be reproduced at will with the following steps:
1. Sign in as AR Manager or Collections Manager
2. Setup and Maintenance
3. Search
4. Manage Bill%
5. All of the returned tasks returned show greyed out including Manage Bill Management Registration
