IDCS Notification Settings Are Not Working When Users Are Created/Updated From Cloud My Services Console (Doc ID 2464046.1)

Symptoms

Disabled/un check all the email notifications from IDCS console so that when the new users are created , they will not get the notification.
But this is NOT working .
When the users are created from My services console , Users are still receiving the email notifications.
