Symptoms
When attempting to add element entry, the following error occurs.
ERROR

The entry value is in an incorrect format. (PAY-1635143)
The value entered (XXXXXX) is in an incorrect format for H_HHMM unit of measure, as defined on the input value Hours
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Input value created on the element
2. Try to add element entry and see the error message
