BICS: Analytics Stuck On Signing In Page for 10-15 Minutes and Can't Access

On Oracle Business Intelligence Cloud Service:
After entering username and password to access BICS, it gets stuck at the "signing in" page for about 10-15 minutes and eventually resulting in this error:
From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
10.5.1 500 Internal Server Error
The server encountered an unexpected condition which prevented it from fulfilling the request."
From BI server log:
