Customer Tax Exemption Load Not Working - ORA-00001: unique constraint (FUSION.ZX_PARTY_TAX_PROFILE_U2) violated (Doc ID 2464551.1)

Symptoms

On : 11.13.18.05.0 version.

We are trying to load Customer Tax Exemptions after having completed the customer data conversion but are getting an error from the rapid upload file. I compared the file with the recently downloaded file from our Cloned instance and the only difference in the upload file is the first column which now has the option to select "Customer" and "Supplier" instead of just Party or Party Site.

The process results in an error but the log files contain no information that helps us resolve our issue.

  Unexpected Error in INSERT_PTP_RECORDS: ORA-00001: unique constraint (FUSION.ZX_PARTY_TAX_PROFILE_U2) violated
  Unexpected Error in IMPORT_WRAPPER: ORA-0000: normal, successful completion
  Unexpected error during Data validation, Please review output/log file for detailed report.

The issue can be reproduced at will with the following steps:
1. load Customer Tax Exemptions using the Transaction Tax Implementation Workbook

The issue has the following business impact:
this is our practice cutover cycle and it has a great impact on the success of our plan. Not being able to load customer tax exemptions has a great impact since we will not load transaction data until the entire master data is successfully loaded/configured.
