Can't Create Analytics Since Upgrade (Doc ID 2464623.1)

Symptoms

Since R37 Upgrade, customer is no longer able to create a new analysis or dashboard in Analytics. Also have Analytics permissions/Privileges all enabled, however he only access New Action from the new picklist. This issue is happening only in Chrome and other Browsers like Firefox and IE are working fine.

EXPECTED BEHAVIOR

Analytics Homepage should display the complete New picklist without any issues.

ACTUAL BEHAVIOR

Customer is no longer able to create a new analysis or dashboard in Analytics.
