Passport: "More Details" Request Causes Status Change To "Unable To Process"

A passport service's status was in status "Completed". However upon clicking the "More Details" link the request's status changed to "Unable To Process". (Subsequent investigation showed that Taleo received a 404 error from the Partner framework for this More Details request, which meant the service's provider server was reached by Taleo but that it had a problem). Later when "More Actions" was clicked again (after the provider fixed their server issue) there was no error returned back to Taleo, however the request's status continued to be "Unable To Process".
