Symptoms

When attempting to load with HDL PersonAccrualDetail,
the following error occurs.

ERROR

"The values Holiday,30000000xxxxxxx,2019-01-01 are not valid for the attribute PlId"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator -> Data Exchange -> Import and Load Data -> Import File drop down -> Import Local File -> PersonAccrualDetail.zip ->Submit
