Duplicate Resolution - Merge Request Start Automatically (Doc ID 2464978.1)

Goal

Customer has noticed a strange behaviour on Test environment.

expected behaviour:
I create a merge Request (select 2 accounts for merge and confirm.)
I switch to duplicate resolution
the merge request is displayed with status NEW
I select the request and are able to override the data and finally submit the request.
And the fields submissiion date and submitted by are correctly filled

actual behaviour:
expected behaviour:
I create a merge Request (select 2 accounts for merge and confirm.)
I switch to duplicate resolution
and I see that the merge request are already in status processing or completed or error.
And the fields submissiion date and submitted by are not filled.
