Fusion HCM, no Finance, no Payroll modules. How to setup Bank Accounts, Branches , OPM's ? (Doc ID 2465014.1)

Goal

Finance setup required for creating payment methods in Fusion HCM

We are implementing only Fusion HCM and there are no Finance modules.
What finance setup is required for defining Bank Accounts, Branches , Organization or Personal payment methods?
We are not running global payroll in fusion. We are interfacing the processed payroll results from third party system to generate Payslips.

Observation:
The steps in Chapter 27 Organization Payment Methods in the Implementing Global Human Resources, mentions to create the primary ledger.
When creating Bank account, the legal entity is mandatory to be selected. The only LE's are displayed are the ones which are assigned to primary ledgers.
Since we are not implementing Finance we can't create ledger.
So please advise on creating Bank accounts without creating primary ledger.
