Can not Create Bank Account Due to Alternate Bank Name Already Exists Error (Doc ID 2465219.1)

User try to create new bank in Manage Banks page.
But they can not create bank due to following error;

The alternate bank name already exists for this country. (CE-660269)

There is a same alternate bank name bank in the system.

But this issue is only happened when user select Japan Country in Manage Banks page.
If user select other country in Manage Banks page,
They can create new bank which has same alternate bank name as existing bank.
