ACTUAL BEHAVIOR

The Actions button in the Manage Personal Payment Methods does not show an action to create a PPM, for a future hired employee.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Hire employee
2. Access the Manage Personal Payment Methods task
3. Click the Actions button
