Symptoms

Actual Behavior:
When Creating Negotiation in Sourcing, Not able to find Contract Terms link to add the Contracts Template
Customer does not use Purchasing

Expected Behavior
Expect to see Contract Terms Link and then add the contracts file to Negotiation

Steps:
The issue can be reproduced at will with the following steps:
1. Ensure Procurement Contracts is Enabled on Instance
2. Login into Fusion Sourcing
3. Create Negotiation
4. Trying to find Contract Terms link > Add Contracts template
