Effective Start Date for Rates is Incorrect

Problem Description
---------------------------------------------------
Client changed the rates effective 9/1/18. However, when client processes the life event (which takes effect the first of the following month) the old rates appear.

Client processed the life event effective 8/21/18 for Employee and the old rate appeared in the options list when client attempts to make the election.

 

Client is expecting the new rate to appear since the benefit rate is effective 9/1/18.

How to process the life event based on the new effective date entered for the rates, which is 9/1/18.
