Why Does RMS Not Send Mod Message to SIM Indicating 'Delete Pending' Status Of UPC Items?

Goal
When deleting Parent/Child item in RMS, even though RMS correctly sets reference UPC items to delete pending ('D' status), it is not sending any ItemHdrMod messages down to SIM to tell SIM to set the status = 'D' for the same reference item. Instead, when RMS finally purges the delete status items during nightly batch, it sends SIM the expected 'ItemDel' messages for the non reference UPC items, and a 'ItemUPCDel' message. It seems incorrect that SIM was not sent a message on the day before purge to set the reference UPC item to a 'D' status as well.
Why does RMS not send ItemHdrMod message to SIM indicating 'Delete Pending' status of UPC Items?
