Symptoms

On :  11.13.18.05.0 version, Learner Experience

ACTUAL BEHAVIOR  
---------------
Hours shown in the Learner Alert is always 00:00:00.0

In the message that the learner receives, along with the dates, it seems to contains some hours that are always 00:00:00.0.

EXPECTED BEHAVIOR
-----------------------
Expect the times in the notification/alert to match up with the offering and Learner's time zone (instead of 0's, or nothing at all - but not even sure where the 0's come from)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Prerequisite : having the custom alert WLF-00003 configured (Tools > Alert Composer > WLF-00003 > edit) and enabled

Result: Learning Item dates are pointing to Offering PUBLISH start date and Offering PUBLISH end date

1. Go to: My Client group > Learning > Learning Catalog > Select one offering > click on button Learners
2. Select a learner
3. Click on Send Alert
4. Select the wanted Alert template
5. Send alert to learner
6. Check in learner email address (or notifications, depending the alert configuration) what are the dates/times appearing in the message
