Error When User Tries to Approve NIR (Doc ID 2467081.1)

Goal

When an end user tries to approve an NIR, they receive an error.  Specifically, when viewing the NIR, they cannot see any of the items on the NIR and when they try to approve.

This note addresses this issue by adding the appropriate roles to the end user.
