Shopper Profile Update Webhook Not Being Called (Doc ID 2467227.1)

Symptoms

There was a custom script to load profile data to OCC using bulk import. It also should Shopper Profile Update event webhook which will update profile the data in ORCE (Oracle Retail Customer Engagement) side but this webhook was not triggered.

Reproducible Steps with Agent:
1. In Agent, bring up a customer
2. Update his/her address and save
3. Check the address in ORCE. --> Address is updated.
4. Repeat Step 1 and 2 using Storefront
5. Check the address in ORCE --> Address is not updated

Findings:
Initially with 18.4.1.2 version, this was Agent specific issue. When address is updated via Agent, Shopper Profile Update - Preview webhook is not triggered thus address data in ORCE is not updated. However, when an address is updated via Storefront, Shopper Profile Update - Production webhook is called successfully and the updated address can be seen in ORCE side.

After upgraded to 18.4.1.5 the issue was still reproducible with the custom script as well as REST API updaeProfile endpoint (PUT /ccadmin/v1/profiles/{id}).  The reproducible steps using updateProfile endpoint is below.

Reproducible Steps after Upgraded to 18.4.1.5:

1. Log in with grant_type=password and copy the access token

4. Profile update webhook is not triggered. 

5. Per Admin Endpoints Do Not Work When Application Key Authentication Is Used (Doc ID 2341054.1), tried using 'X-CCProfileType:adminUI' in header but webhook is still not triggered.

Changes

The Agent issue (Bug 28388317 - During Update Profile the 'Shopper Profile Update' webhook is not triggered) as resolved in 18.4.1.5 thus upgraded to this version but the issue still occurred.
