Users in French login creates specialization, "Create Specialization" is not coming in French

EXPECTED BEHAVIOR

In French Login while creating specialization, "Create Specialization" should be translated in French

STEPS

The issue can be reproduced at will with the following steps:
1. My Workforce>Learning>Learning Catalog>Specializations


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, french users cannot read "Create Specialization"
