Symptoms
When attempting to load AssignmentWorkMeasure data with HDL,
the following error occurs.
ERROR
-----------------------
There is no primary assignment for the work relationship.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator -> Data Exchange -> Import and Load Data -> Import File drop down -> Import Local File -> Worker.zip ->Submit
