Fusion Global Payroll: After Upgrade PBL Batches Retry in 15 MInutes if Get Error ORA-00054, Can System Be Configured to Retry Every 2-5 Minutes? (Doc ID 2469399.1)

Goal

When performing the Transfer Batch process via PBL get the error:

In Release 12 we would simply re-transfer the batch for the people that we received the error for and it would transfer.

In Release 13 testing environment the system tries to retry the transfer batch when the above error is generated. The system retries every 15 minutes.
In Release 12, we just would reload the employees that didn’t transfer, but in R13, the system keeps retrying (which is great), we just want it to retry sooner, not 15 minutes.

a) Why do we get this error for some people when transferring the batch?
b) Is there a way that we can configure the system to retry more frequently say every 2-5 minutes.
