Symptoms

Some Supplier portal user not receiving email or notification when the internal user approved or rejected their profile change request.

Issue looks specific for some Suppliers but customer cannot find the pattern to have good supplier that generate notification to the supplier user,  the supplier with no notification.

STEPS TO REPRODUCE
==================
1. For some Suppliers ,the supplier user create profile change request
2. Supplier Manager user Approve\Reject
3. Supplier user not receiving email or notification
4. For other suppliers,  it works good and the supplier users receive notification.
