PRC:SSP: Intended Use Field Is Not Populating on Requisitions

Goal
When creating requisition a user can enter the Intended use at 2 levels:
1- At requisition creation level (enter requisition) -user enters all the tax related attributes, using Generate Tax Attribute button.
2- At requisition reviewing level - after adding to Catalog, the tax attribute can be entered at this level. Here a Generate Tax attribute button missing.
Requirement for the Intended Use field list of values to get populated when creating a requisition.
