Suppliers are not getting Separate Remittance Advice Email upon Send Separate Remittance Advice (Doc ID 2470128.1)

Symptoms

On : 11.13.18.02.0 version, Manage Payments-Prepare and Record Payments

Send Separate Remittance Advice - No Emails Received

We appear to have a problem with remittance delivery as they are not being received by suppliers. Please review the attached log and advise why this may occur?

I note the below extract from the log:

Warning: error returned from BIP delivery: EMail Delivery Status: Failed. Due to oracle.xdo.delivery.DeliveryException: javax.mail.MessagingException: Could not connect to SMTP host: smtp.oracleoutsourcing.com, port: 25;

ERROR

Due to oracle.xdo.delivery.DeliveryException: javax.mail.MessagingException: Could not connect to SMTP host: smtp.oracleoutsourcing.com, port: 25;_ nested exception is:__java.net.ConnectException: Connection refused (Connection refused)_

The issue can be reproduced at will with the following steps:
1. Send Separate Remittance Advice
2. Getting error in log file

The issue has the following business impact:
Due to this issue, users cannot send remittance advices to suppliers.
