Error Message: Active Assignment not Found for person 300000008XXXXXX Benefit Relation 2111XX

Steps
---------

1. Run 'Evaluate Scheduled Event Participation' process for 57 Ex-Employees in the company using a Person Selection Formula.
2. All Ex-Employees have errored with Error message "Active Assignment not Found for person 300000008XXXXXX Benefit Relation 211XX. ID's change for employees

Question:

How to include Ex-Employees in Open Enrollment?
Assignment Status of the Ex-Employees is "Inactive - Payroll Eligible"
