Symptoms

A Government has decided to observe a different time zone or activate it at different dates.
Because of this, the times displayed in the Oracle Taleo products are off between the moment the new time zone difference is observed and the old date it used to be observed.

For example if a region decides to start observing Daylight Saving time (DST) on October 1st instead of October 10th, then for 9 days the dates displayed in the Oracle Taleo product will have a 1h offset.
