Supplier Response/Surrogate Response

Is there a way to allow negotiation owner/category manager to correct the incorrect Response Price entered by the supplier?

Blind Auction is set up with Revised Line Price = Lower than Previous Price
This setup prevents suppliers from entering a price that is higher than the last price entered, this is the expected outcome,
but this setup is also preventing the negotiation owner/category manager to update the Response Price entered by the supplier
(via surrogate response) when the supplier enters an invalid price, for example $5.00 instead of $95.00.

Steps to reproduce
1. Sign on as category manager and create an auction as follows:
1.1. In the negotiation controls page, make sure you enter the close date
1.2. In Response Revision settings, select Revised Line Price = Lower than previous price
1.3. In lines, populate Current Price with 100.00
1.4. Save and publish the auction

2. Sign on as supplier and process the response as follows:
2.1. Go to Create Response and populate Response Price with 5.00
2.2. Submit the response

3. Sign on as category manager and review the negotiation
3.1 Go to monitor > monitor negotiation
3.2 Response Amount shows 5.00
3.3 Select Actions > Create a Surrogate Response
3.4 Response Price shows 5.00, change the Response Price to 95.00
The field Response Price highlights and it does not allow the user to enter a value greater than 5.00.
