TCC 17.8: Export of Special Characters Does Not Work Despite Correct UTF-8 Configuration. (Doc ID 2470749.1)

Symptoms

TCC 17.8 (TCC version, not the zone version) exports special characters as question marks (???? or �) despite being properly configured for UTF-8.  The exact same export using TCC 17.4 does not have the problem. 

EXAMPLE STEPS:

  1. TCC 17.8 
  2. Create a CieInstituion export (SmartOrg product/data model) that includes the Description field. 
  3. Set a  Number (field) = 7018  filter for the export.
  4. Run the export    NOTE:  The results file incorrectly contains question mark characters in the Description field's value:   Bunka Women''s University / ??????   (it should be:  Bunka Women''s University / 文化女子大学 )
  5. Examine the Response XML    See (Doc ID 1047923.1)   NOTE: The response XML incorrectly also has those question mark characters

If using TCC 17.4 for the above steps the correct characters appear, both in the Results file and in the Response file from TCC Console.  Interestingly, in TCC 17.4 console the TCC 17.8 export's Response shows the correct characters (in 17.8 console it has the question mark characters).
