Symptoms

Users created first in a Fusion Application like CRM/HCM/ERP, via create partner, or via create supplier, do not sync/create into Oracle Social Network (OSN).

The users are searchable in Security Console.
The users have a party ID
The users do not have a personID
Ldap sync jobs were run. The OSN Sync Profile Data was also run.
The users do not return when searched for in OSN.
When the users attempt to access OSN directly to complete their account creation as mentioned in Document 1982743.1 they receive the error below.
