Symptoms

 Customer load a batch of users into fusion application and run needed processes. Some user accounts are not created


Steps to reproduce:

1.  Load a batch of users through HDL

2.  Run Send Pending LDAP Requests process

Customer find out some user accounts are not created, can not find them in security console
