Goal
Customer is trying to create a check of the email address as suggested by this doc "DQ configuration: How to prevent users from creating duplicate Contacts if Email ID is used as UID? (Doc ID 2207350.1)" and as per their analysis, the uniqueness check is only possible on Primary Email and not on the entire database.
Also, the approach of using UID = email for matching the existing records, regardless the check is on the entire database is not a good option as the user can use an existing record or proceed with the creation of the new record without amending the email address.
A nice to have option will be a validation that is using EDQ through services for checking duplicates. But, EDQ services looks like not accessible from OSC except the OOTB ones used by OSC.
