Getting error while trying to extend Payroll Periods

ERROR
-----------------------
The date earned must be within the effective dates of the payroll period. (PAY-1635115)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Date track to the Effective Start Date which was the original start date of the payroll time period and then make the change of number of years and submitting it .
2. Navigation : Set up and Maintenance > Manage Payroll Definitions > Select Legislative Data Group > Date track to Effective Start Date which was the original start date >Change the number of years >Submit
3. Effective Start and End Dated set to the 1st Payroll Period start date and still get above error.
