ACTUAL BEHAVIOR
---------------
RE-hires are being entered through UI. No Benefit Relationship is Created.

EXPECTED BEHAVIOR
-----------------------
Expect system to trigger re- hire LE and create benefits relationship
 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create rehire
2. Benefits Relationship is not created
3. Life Event is not triggering
