Symptoms

When uploading an XML manually through OTM to create an order release, two order releases are created containing the same data.

The expectation is that only one order release gets created per the data in the XML.

Steps:
1. Upload Release XML to OTM through Business Process Automation -> Integration Manager -> Integration -> Upload XML
