Fusion UK Payroll: User Cannot See the Flow "Load HMRC XML File" after Submission in the Checklist (Doc ID 2473257.1)

Symptoms

Defined a cut-down version of seeded Payroll Manager role and the flow Load HMRC XML File appeared in the checklist right after submission .
But on querying the checklist UI the flow was no longer visible
By using View All Flows security profile, user is able to see the process Load HMRC XML File submitted by himself.
